Celebrated 30 years of connecting Local Land Charges professionals.
Over two days, 141 local authority practitioners joined us virtually for LLC2026, with 23 speakers sharing insights from across the home buying and selling market.
While the topics covered were diverse, several common themes emerged throughout the event, highlighting both the opportunities and challenges facing the sector as it prepares for the future.

Key Themes from LLC2026
From the Ministry of Housing, Communities and Local Government much anticipated reform ‘Roadmap’ to HM Land Registry’s future property data pilot recommendations, Government is pushing forward the home buying and selling agenda. The launch of Next Gen NLIS in March 2027 positions it firmly within this momentum, providing trusted digital infrastructure.
Authoritative data is the lynchpin for growth and innovation, but who is ensuring local authorities can maintain it for the long term? Juliet Whitworth from the Local Government Association summed this up brilliantly: “we hear a lot about FAIR data, but it needs an ‘S’ on the end for sustainability!”
The rigid format of the CON29 pdf is slowly being phased out. In its place is a need from the market for specific data items at different stages in the home buying and selling process. Next Gen NLIS will enable local authorities to market a range of new data products from March 2027.
‘Data must be trusted, that is its most important attribute.‘ This is a phrase we heard again and again. Becky Giubarelli from the Local Land Charges Institute described data as local authorities’ ‘crown jewels’. With trust comes the accuracy and precision the consumer relies on when they move home.

Elaine will discuss the role of the County Council in preparing for and transitioning to HM Land Registry’s central register, including planning and highways. She will explore the lessons learnt so far and protecting a service once it’s ‘gone live’.

In this session Nick Boddington and Eloise Maguire will explore how the LLC programme and MHCLG's Digital Planning Programme are working together with local authorities to digitise land and property data - increasing efficiency, reducing duplication and laying the foundations for data sharing. Nick Boddington will also report on the current progress of HM Land Registry's Local Land Changes Programme.

This well-regarded event is a highlight in the calendar for Local Authorities, enabling them to learn, share best practice and hear from a wide range of influential speakers.
